ASSESSMENT OF THE LOCATION OF THE TRANSPORT AND LOGISTICS CENTRE «GRUZOVAYA DEREVNYA» USING THE MCDA-METHOD (ON THE EXAMPLE OF ROSTOV REGION)

Abstract

Introduction. Assessing the model and potential locations for a cluster-type transport and logistics centre in the form of a «freight village» and selecting them is a rather complex task, as the decision-making process requires consideration of a large number of indi- cators and metrics. In addition, experts and government officials do not always reach a consen- sus on the inclusion of indicators for evaluating the location of the future transport and logistics centre and the selection of its model. It is obvious that the choice of location for a transport and logistics centre is based on both quantitative and qualitative factors, which is a multi-criteria task requiring a compromise between these material and immaterial factors: accessibility, transport infrastructure, the possibility of using sea, river, air, rail and road transport, distance from the centre of the cluster and the total area of its territory. Materials and methods. To solve this problem, the authors use the multi-criteria decision-making (MCDM) method and its sub- groups: the analytical hierarchy process (AHP) and the fuzzy preference ranking method for de- cision-making under uncertainty (F-PROMETHEE). The AHP-method is used to convert sub- jective and objective expert opinions. The F-PROMETHEE method is used to calculate the rat- ing of potential locations for the transport and logistics centre. Research results. The most suita- ble option for the transport and logistics centre model and its location is proposed, which best meets the criteria defined in supply chain management and the realisation of the region's transit potential. Discussion and conclusion. There are significant uncertainties and subjectivity regard- ing information about the possible location of the transport and logistics centre. Preference is given to the F-PROMETHEE method.
