DEVELOPMENT OF FREE ECONOMIC ZONES IN KHANTY-MANSIYSK AUTONOMOUS DISTRICT

Introduction. The article clarifies that in order to create an effectively functioning open economic zone that forms the basis for the region to achieve economic and social subgoals, when creating a new FEZ, it is necessary not only to borrow financial, organizational and tax incentive mechanisms, but also to look for other tools to increase the attractiveness of the FEZ for potential investors. Materials and methods. The article analyzes the data presented in scientific research and reports of analytical agencies, statistical reviews, regarding the current state of development of FEZ in the Russian Federation since the beginning of its activities. From the position of a systemic approach, the roles and goals are considered. Research results. The dynamics of the creation of SEZs in the Russian Federation and approaches to assessing their activities are considered. The structure of FEZ categories in Russia is given and their classification affiliation by features is considered. For each category, the socio-economic impact through results is considered, and the leaders are given. The absence of key differences in the conditions for residents of various FEZs, but the difference in financial results and expert assessment of their investment attractiveness, set the vector for searching for a successful plan for the development of FEZs in another plane, through the analysis of the activities of leaders. Discussion and conclusion. The conducted analysis of economic, tax conditions and results shows that among the leaders of investment attractiveness in the category of industrial and production FEZs, such zones as Alabuga and Lipetsk demonstrate a high level of efficiency due to the use of unique management approaches and additional services for residents. All other things being equal, tax incentives are used to achieve better commercial and social results due to additional tools – from logistics support to open events and personnel training programs. This experience can be useful for young FEZs, such as Nyagan, seeking to increase their competitiveness. The development of FEZs in Russia remains an important economic tool that has a significant impact on regional development and employment.
