PROBLEMS OF SEPARATE COLLECTION OF SOLID MUNICIPAL WASTE: LEGAL ASPECT

Abstract

Article presents the non-waste economic model being created in Russia, which is based on principles of circular economy; its efficiency is considered and step-by-step confirmed on basis of competent waste management, which implies the organization of separate waste collection, their maximum sorting, involvement in secondary turnover, bringing to a minimum the volume of waste sent to landfills. Authors believe that existing in country problems of implementation of separate waste collection have organizational and legal nature, which is confirmed by results of empirical material accumulated by science.
