METHODOLOGICAL TOOLS FOR ASSESSING THE INTELLECTUAL COMPONENT OF INNOVATIVE POTENTIAL OF REGION

Abstract

Article substantiates the need to develop a national tool for assessing the intellectual component of innovative potential of region (hereinafter ISIPR). Content of this component is revealed through its main structural elements: «in-depth knowledge», «in-depth skills» and «in-depth skills». Mathematical tools for evaluating ISPR and its structural elements are presented. Average values of initial data for calculating the ISIPR index are given on example of Krasnodar territory over a four-year period. Results of calculating the indices of structural components of ISIPR are given. Final values of ISIPR indices for specified period are calculated. Evaluation of results obtained was carried out in accordance with scale used to assess the human development index, both at the level of studied region and state as a whole. Comparative dynamics is presented and corresponding analysis of ISIPR and GRP indices for two-year period is carried out.
