PROSPECTS FOR DEVELOPMENT OF INNOVATIVE TECHNOLOGIES IN THE SYSTEM OF STATE AND MUNICIPAL PROCUREMENTS IN RUSSIAN FEDERATION IN MODERN CONDITIONS

Abstract

To form an idea of the public procurement system, as well as to study the possibilities and directions for improving the existing mechanism for the execution of the state order through the development of innovative technologies. Structure/methodology/approach to study the improvement of financial institutions of the public procurement management system in the Russian Federation, an analysis of this system was carried out, and a priority direction for the development and improvement of the state order system in Russia was identified. As a result of the study, such a promising direction as the development of digital technologies was singled out from the public procurement system. It should be noted that the modern procurement system is basically based on digital algorithms, but the article describes the development prospects for this area of improving existing mechanisms and adapting digital procurement to the country's digital economy as a whole. Theoretical conclusions obtained in the course of the study, scientific generalizations and applied recommendations arising from them, which were substantiated in this study, can be used in the development of a set of measures aimed at maintaining and ensuring the effectiveness of public procurement. On the basis of the study, the existing procurement system in Russia was studied, and directions for further improvement and optimization of the state order system were identified. As a result of the analysis of foreign and domestic experience, the problems hindering the development of the public procurement system were systematized. The main criteria for the selection of bidders are substantiated and directions for further improvement of the development of the state order system are described.
