IMPLEMENTATION OF MECHANISMS FOR COORDINATING INTERESTS IN METHODOLOGY OF MUNICIPAL PLANNING

Abstract

Article discusses the main stages of planning municipalities, distinctive feature of management activities of which is active participation of citizens in formation and implementation of plans. It is possible to increase the degree of participation of citizens in planning processes with help of management techniques that are focused on fullest possible consideration of interests of participants in activity, ensure the overcoming of conflicts that may arise in course of general activities. These management techniques include special approval procedures that should become mandatory components of planning at municipal level. The fullest possible consideration of interests of citizens initiates their participation not only in planning processes, but also in implementation of development plans, which can become the basis for attracting extrabudgetary funds and other additional resources for implementation of planned activities.
