IMPROVEMENT OF METHODOLOGICAL SUPPORT FOR PUBLIC-PRIVATE PARTNERSHIP PROJECTS IN REGIONAL LIFE SUPPORT SYSTEM

Abstract

Article analyzes the problems of development of one of the most important life support systems in region — drug supply of the population. Currently, for population of small settlements that make up the bulk of rural areas, drug provision is not sufficiently available. Commercial unattractiveness of pharmacy business in these territories leads to lack of infrastructure for obtaining medicines. To overcome these problems with help of functional and cost analysis, main obstacles to development of pharmacy business in rural areas are studied, measures are formulated to improve the organization of drug provision. Basis of these measures are proposals to create a regional consortium based on public-private partnership, which will support the key functions of drug distribution. Implementation of wide range of measures to support the functions of distribution of medicines by budgetary enterprises, allocation of financial, material, personnel, information and other resources for implementation of pharmacy activities in sparsely populated areas will increase the attractiveness of this area for business, will provide the population with wide and affordable range of medicines.
