BASIC THEORETICAL AND METHODOLOGICAL PROBLEMS OF FINANCIAL REGULATION OF DEVELOPMENT OF AGRO-INDUSTRIAL COMPLEX

Abstract

Presented article is aimed at identifying the problems and contradictions of theory and methodology of financial regulation of agro-industrial complex, limiting the possibilities of improving and updating the current model. Structure of study is subordinated to the logic of study: identification of problems of defining the term «financial regulation», risk analysis of liberal model of financial regulation as dominant in global economy, justification of the need to specify the subject-object structure of financial regulation of Russian economy in interests of ensuring the achievement of national goals. Methodology is based on foundations of system analysis based on features and logical structure of activity. This provided justification and effective application of system-functional approach to finding problems and limitations of updating the model of financial regulation of agro-industrial complex. Result of study was the identification of three basic fundamental problems of financial regulation and formation of hypotheses that require practical verification. Among the identified problems are: semantic and terminological disorder of theoretical and methodological basis of financial regulation; practice of simple extrapolation of tools, methods and technologies of liberal model of financial regulation; lack of normative definition of boundaries of understanding the term «agro-industrial complex» when conducting research in the field of its financial regulation. Conclusions and generalizations of study can be applied when conducting scientific research in the field of development of system of financial regulation of agro-industrial complex, as well as in practice-oriented study of financial mechanism of regulation of agro-industrial complex. Scientific significance lies in identification of basic contradictions in theory and methodology of financial regulation, producing the deployment of large number of distortions in development of hypotheses. Practical significance of study is to establish the need to concretize the subject-object structure and expediency of contouring the boundaries of managed socio-economic system when developing a model of financial regulation of agro-industrial complex.
