ASSESSMENT OF HOUSING AFFORDABILITY IN CURRENT SOCIAL INVESTMENT POLICY OF RUSSIAN FEDERATION

Abstract

Article considers one of the highest priority tasks of socio-investment development of Russia and regions — providing citizens with housing. Determining the level of housing needs is not an easy task. In process of economic development of Russian Federation, three indicators were used to assess housing affordability: housing affordability index, housing acquisition affordability index and housing affordability level. This article provides an analysis of these indices and suggestions for their improvement, considers housing problems in context of socio-investment policy of Russian Federation. Currently, indicators of housing affordability are overstated and do not reflect the real state of affairs in housing sector. Proposals for replacing variables in formulas will make these indexes more informative and truthful. Based on results obtained, state will be able to really assess the level of investment in housing policy and get a return in form of budget replenishment.
