DEVELOPMENT OF DRY PORTS GOVERNANCE ALGORITHM CHOICE WITHIN A PUBLIC-PRIVATE PARTNERSHIP

Abstract

In the current market conditions of expanding world trade, more and more attention is paid to capacity of seaports, which can be increased, including through the use of dry ports. These modern transport and economic entities require adequate governance that ensures a balance of interests of all parties interested in their creation and operation. Work is aimed at developing a conceptual framework for developing and deciding on creation of a dry port and, in particular, choosing a model for managing it using public-private partnership. Developed algorithm for selecting a public-private partnership model that provides effective governance of dry port as part of water transport infrastructure is proposed.
