ELABORATION OF A STRATEGIC FRAMEWORK FOR THE ADAPTATION OF REGIONAL ENTERPRISES TO THE IMPERATIVES OF SUSTAINABLE DEVELOPMENT

Abstract

Introduction. The relevance of the research is determined by the need to revise approaches to the sustainable development of regional enterprises under the conditions of the structural transformation of the Russian economy caused by geopolitical changes and sanctions pressure. The purpose of the research is to develop a strategic adaptation map that makes it possible to visualize cause-and-effect relationships between external challenges, strategic trends, risks and performance indicators, as well as to create quantitative tools for assessing the level of sustainable development. Materials and Methods. The methodological basis of the research includes strategic mapping, multi-criteria analysis and expert assessment methods. Results. A strategic adaptation map integrating a risk-oriented approach is proposed; a system of indicators structured by environmental, social and governance (ESG) components is developed, together with a methodology for calculating the integral sustainable development indicator (ISDI), illustrated using hypothetical data. Discussion. The application of a hybrid model is substantiated; it combines the classical ESG structure with an expanded interpretation of the governance component, including technological sovereignty and adaptability, and embeds risk management directly into the logic of the strategic map. Conclusion. The practical significance of the article lies in the development of a methodological approach that, after subsequent empirical testing and standardization of the initial database, can be used to assess transformation processes at the level of enterprises and regions.
