Abstract

Introduction. The article examines the economic and institutional mechanisms for implementing state policy in the field of countering the financing of terrorism in Russian Federation. The relevance of the study is determined by the fact that terrorist financing affects the stability of the financial system, increases the risks of non-transparent cash flows, and requires the improvement of instruments of state regulation and interagency cooperation in the field of countering the legalization of criminally obtained income and the financing of terrorism. Materials and methods. The theoretical and methodological foundation of the study is based on systemic, structural, and structural-functional analysis, as well as a comparative analysis of the regulatory framework and open materials of international and Russian financial monitoring institutions. The information and empirical base of the study was formed by regulatory legal acts, materials of the Financial Action Task Force, the Eurasian Group on Combating Money Laundering and Financing of Terrorism, as well as open data and reports of the Federal Financial Monitoring Service of Russian Federation. Research results. The main sources and channels of terrorist financing have been systematized, institutionally vulnerable segments of cash flow movement, including official and alternative transfer systems, have been identified, and the directions for improving the effectiveness of state policy in the field of anti-money laundering and countering the financing of terrorism have been clarified. It is shown that the effectiveness of countering terrorist financing is determined not only by the strictness of legal restrictions, but also by the level of coordination between state bodies, the transparency of financial transactions, and the adaptability of control mechanisms to the transformation of resource transfer methods. Discussion and conclusion. It is concluded that countering the financing of terrorism should be regarded as an independent area of state economic policy associated with ensuring economic security, reducing financial risks, and strengthening the institutional stability of the national financial monitoring system.
