DIGITAL TRANSFORMATION AS A DRIVER OF URBAN DEVELOPMENT

Introduction. The article is devoted to substantiating the place and role of digital transformation processes in the system of forward-looking mechanisms for ensuring the progressive development of modern cities. The research aims to conduct an in-depth analysis of the essence, key directions, and challenges of digital transformation in urban development processes, as well as to formulate proposals aimed at leveraging the potential of an ecosystem approach for its practical implementation. Materials and methods. The theoretical analysis is based on a synthesis of ap-proaches to defining the concept of «digital transformation» presented in the works of foreign and Russian researchers. Practical aspects and effects of transformation were studied through a compar-ative analysis of the experiences of cities such as Moscow and Singapore. SWOT-analysis was em-ployed to comprehensively assess the risks and benefits of the process. Research results. The key directions of digital transformation were identified and characterized, including digital governance, smart urban environments, intelligent mobility, and others. The analysis revealed that a fragmented approach to implementing digital technologies is associated with significant challenges, such as the «digital divide» and cybersecurity threats. Discussion and conclusion. The study substantiates the need to shift from implementing disparate services to forming integrated urban digital ecosystems and proposes a conceptual model for such an ecosystem. A step-by-step algorithm for its formation is developed, emphasizing the importance of strategic planning, creating a necessary regulatory framework, and flexible governance.
